What excess liability does
Excess liability provides additional limits above your primary liability policy. If a claim is larger than your primary limit, excess coverage can respond for the amount above it, subject to its own terms and the terms of the underlying policy.
It does not replace primary liability, and it does not cover your own truck or the freight you haul. You need an underlying policy in place, and the carrier may set requirements for it.
